How do we fix “failing” schools? Moving beyond tests, takeover, and other policy tools

Holme will discuss the historical problems of school and district “failure,” specifically examining the federal and state policy decisions that have, over decades, culminated in these problems. She will discuss the limitations of recent technical education reforms- including testing and governance reforms –and outline a more comprehensive policy approach that targets the underlying patterns of inequality between school districts in metropolitan areas. She will also discuss political opportunities and challenges presented by such a strategy.
